Abstract: Based on the investigation data from the public buildings in XX university in Hainan, the theory of LCC (Life Cycle Cost) and Dynamic Economic Quantitative Analysis Method were used to calculate their power consumption and annual cost in the lamps life cycle of normal fluorescent lamps and LED lamps, respectively.The results indicated in order to satisfy same illumination intensity in the places that need large amounts of lighting lamps, compared with normal lighting lamps, LED fluorescent lamps have some advantages such as low cost, better economic effects，and higher energy efficiency.
