Abstract: In our report, to meet the requirement of legitimacy and completeness in the field of municipal management and realize the automation of municipal management knowledgebase constructing, a top down municipal management knowledgebase model based on heterogeneous data was constructed. The model can extract structured data, semi-structured data and unstructured data, and a light weight knowledgebase system for evaluation and presentation purpose was designed. The results showed that the model of domain-knowledgebase construction in the field of municipal management has obvious advantages, which can realize automatic knowledge extraction from a variety of municipal administration resources, and generate a complete concept system and exact knowledge information.
